Various types of assessing information are available at the City Hall Treasurer's Office. Record cards which show year built, square footage, and general description of the property can be accessed. Tax maps are also available which show lot size. The Assessor’s Office does not have where structures may be situated on a property. This is typically shown on a survey which would be performed by a private company. The City is unable to recommend a surveyor if you are in need of a survey. Property Tax descriptions can also be obtained which give the lot number, subdivision name, and the Wayne County liber and page number of the recording of the subdivision plat. A property description is similar to a legal description but is not considered sufficient for most legal documents such as Warranty Deeds.

If you need to change the mailing address of assessment and tax records, a Request to Change Mailing Address form must be completed and submitted to the Assessor's Office. Name changes must be submitted on a Property Transfer Affidavit. View the Request for Name Address Change Form.
A Property Transfer Affidavit must be filed with the Assessor by the new owner within 45 days of the transfer. If the Property Transfer Affidavit is not filed within 45 days of the transfer, a penalty of $5 per day up to $200 will be assessed to the property. View the Property Transfer Affidavit (PDF).
Homeowners (who own and occupy the home) are entitled to up to an 18-mil tax reduction by filing a Homeowners Principle Residence Exemption Affidavit with the Assessor. June 1 is the last day a property may be transferred in order to receive a homestead exemption for the current year. View the Homeowners Principle Residence Exemption Affidavit (PDF).
When moving the homestead exemption must be removed by filing a Request to Rescind Homeowner's Principal Residence Exemption form with the Assessor. This includes converting the property from owner/occupied to a rental. View the Request of Rescind Homeowner’s Principal Residence Exemption (PDF).

The Board of Review meets the third week of March to hear appeals of assessed value and hardship cases. The July and December Boards of Review meet to correct clerical errors of assessed and taxable value, homestead status, and also to hear poverty appeals. View the Petition to Board of Review (PDF).
